States of Affairs

In consequentialist and utilitarian theories, the outcomes or consequences of an action are often referred to as ‘states of affairs,’ meaning the general state of things in the world.

On the utilitarian model, for example, an action is right if and only if it brings about the best state of affairs, that is, if it brings about the most good to the general state of things.
